01 Scope consolidated

The brief, budget envelope, programme and performance requirements are consolidated into one execution scope with priced allowances and named exclusions.

02 Design and engineering integrated

Architecture, structure, MEP and infrastructure are developed together against buildability and cost in real time — so coordination problems surface on screen, not on site.

Gate A — Design freeze

Design is coordinated, costed and compliant. Changes after this point are processed as variations with cost and time impact stated before approval.

03 Procurement and contracting

Packages structured for competitive tension, prequalified supply chain, contracts written so that risk sits with the party able to control it.

04 Construction management

Progress, cost, quality and safety controlled against a single baseline. One report, one version of the truth, escalation on a fixed clock.

Gate B — Commissioning readiness

Systems installed, documentation complete, testing plan agreed. Nothing is declared complete on programme optimism.

05 Commissioning and handover

Systems tested and certified, as-built records and O&M manuals issued, operator trained, defects liability regime opened.
